A CUT file may also be a cutscene data file used by some games in the Grand Theft Auto series. It contains data used to load a cutscene, such as a list of models used in the scene. Grand Theft Auto: San Andreas and Grand Theft Auto IV use CUT files.

CUT files are stored in .IMG (Grand Theft Auto Data) archives, which reside in a game's anim directory. These archives also include IFP and DAT files, which are linked with a CUT file. IFP files contain a cutscene's animation data; DAT files contain miscellaneous cutscene data.
The CUT, IFP, and DAT files that comprise a cutscene are associated with one or more audio files, stored in a separate directory, that contain the scene's audio. When a game loads a cutscene, it loads information from that scene's CUT, IPF, DAT, and linked audio files.
NOTE: Most players will never encounter a GTA game's CUT files. However, modders may be interested in extracting CUT files from IMG archives using the IMG Editor modding tool (or another GTA IMG archive tool).
How to open a CUT file
You can use the GTA SA CUT or DAT File Editor (Windows) to open and edit GTA: San Andreas CUT files. Keep in mind that editing a CUT file and repackaging it in GTA: San Andreas may cause the cutscene the file is associated with to load incorrectly.
