What is a TOOLBOX file? A TOOLBOX file is a project file created by BTD Toolbox, an application used to modify various Bloons Tower Defense games. It lists all the game data files a user has modified as part of a BTD Toolbox project. TOOLBOX files are JSON files, and as such can be opened in any text editor.

How to open a TOOLBOX file
You can open a TOOLBOX file with Microsoft Visual Studio Code (multiplatform) or any other text editor, to view the project data it contains. Keep in mind that editing a TOOLBOX file may cause the project with which it is used to not load correctly in BTD Toolbox.
To open a project in BTD Toolbox, select File → Open → Existing project . Then, navigate to and open your project's directory (which likely contains a TOOLBOX file).
