What is an MSC file? File added to the Microsoft Management Console (MMC), a program used to configure and monitor Windows computer systems; contains a "snap-in," which is a module that provides additional administration capabilities; saved in an XML format that can be viewed and edited with basic a text editor.

Custom snap-ins can be developed with the MMC Application Programming Interface ( API ), which is published by the Microsoft Developer Network (MSDN).
